My son is a size 1 and I have bought Carter's slip on shoes before in this size and they fit perfect but this particular shoe ran REALLY small. I couldnt even get it on his foot with or without socks. The white part and fabric does not really stretch easily either.

The 3y means (youth) size 3y would fit a child that is 4-8 years old and with a foot length of 8.5".
