How do you figure sock size

Sock sizing is determined by the size the child wears in Carter's and OshKosh shoes. Shoe size is based on the approximate length of the child's foot. Each sizing chart is linked below! Are the sizes the ages or the she size? The size chart is not helpful at all. My daughter is 5 and wears a size 10 shoe. Do I get 4-7 for her age or 8-14 for her shoe size?

I’m answering my own question because the answer I received is incorrect. I just noticed in the detail description it gives a size chart (if you click on size chart it doesn’t give you any info). It says size 4-7 is for shoe size 10-13 and size 8-14 is for shoe size 13 and up.
